Meeting Minutes
FAUNTLEROY COMMUNITY ASSOCIATION BOARD MEMBERS PRESENT: Gary Dawson, Bruce Butterfield, Lynn Sealey, Phil Sweetland, Kim Suyama, and Kirk Hopkins. F.C.A. MEMBERS PRESENT: Chuck Sawyer, Shirley and Craig Aird. F.C.A. STAFF MEMBER PRESENT: Lynn Olson. GUEST PRESENT: Megan Hoyt. 1. PEDESTRIAN CROSSWALKS: Megan Hoyt from SeaTran came to discuss possibilities for pedestrian crosswalks along Fauntleroy. There are several issues to consider. Among them: there are new department crosswalk guidelines, bus stops may be in the wrong places, and there has to be pedestrian density to warrant crosswalks. However, Joe Couples at SeaTran told Megan that Fauntleroy might warrant another signal because Fauntleroy is such a long corridor. A people count will have to be done, but it may be prudent to wait until summer or perhaps spring when baseball begins at the Lincoln Park playfield. Gary suggested calling the Parks Department to get the 2002 athletic field schedule. The existing signals are well used, and in 1992, we got two of the five signals we requested. These signals are called “half signals,” because they are push-button activated, and are always green in the north/south directions unless activated by a pedestrian. The signals also are lighted. Megan will consult with Chuck Sawyer concerning our desire for one half-signal crosswalk to be located at the Lincoln Park path that leads to the north side of the playfield just south of West Austin St. Two more half signals are warranted, the F.C.A. believes, at both Rose and Kenyon streets. Megan will take these requests to her department head. Megan was asked to please talk to Trevor Partap at the department regarding the directional signage for ferry users up at the new curb bulb just south of the Fauntleroy Texaco Station. 2. TREASURER’S REPORT: Kim reported that because of computer problems, there is no report this month. 3. MEMBERSHIP: Phil had no new information to share. 4. SOUTH SOUND FERRY ADVISORY COMMITTEE MEETING: The next meeting is here in Fauntleroy at the Hall of Fauntleroy meeting room on February 12th at 3 P.M. The main issue that Gary brought up at the FAC Executive Committee meeting last week was the impact that next fall’s dock improvement will have on the spawning salmon. For some reason, Fauntleroy Creek was not on the DOT’s checklist, and the Fisheries Department inadvertently issued a permit without contacting our community association first. At a recent Saffron Cow meeting attended by Gary Dawson, Judy Pickens, members of the Watershed Council, ferry officials, a biologist and the project director (Joel Colby), a compromise was reached. The work can begin earlier, and Judy told the group that if the hydraulic project is completed by October 15th, it should be “okay” for the salmon. Gary will notify Cindi Barker. 5. He added that the FCA minutes are now on our site as well as link to
other community related web sites. 6. FERRY FEES: Last spring, the Transportation Commission mandated that the Washington State Ferries become self sufficient for operations through fare collections. The Tariff Policy Committee of DOT’s Ferry Division, recommended fare increases. The Legislature approved an increase last spring. More increases will be necessary to cover the costs of vessel operation but would not include maintenance or new ferry construction. However, Gary reminded us that this policy encourages car use because of increased fees for passengers. This is in direct conflict with the Comprehensive Plan, which is in compliance with the Growth Management Act. The idea is to increase foot passengers, not cars and thus more ferries. 7. WEST SEATTLE COMMUNITY PARTNERSHIP (SAFETY GROUP): Kirk reported that there is no funding for the operating budget of the Delridge police precinct. Construction has not yet begun for this building. Kirk will attend the next meeting of the WSCP in January. These meetings are open to anyone and are held at ArtsWest. For date and time, contact Kirk at kirk@cnkh.com. 8. COVE PARK: Ann Curtz told Lynn O. that there is still $1,000.00 to be used by Cove Park. An issue of concern has surfaced regarding the future integrity of our park. The adjacent sewage and water treatment installation needs a generator so that treatment can continue in case of power outages. Ware Lantz received an e-mail saying that Cove Park’s artwork, rockery, and plants could be disturbed. Construction along Fauntleroy for this project will begin in 2004. Lynn O. will contact Ware and ask him to keep us apprised of any further information. Metro is now under King County Department of Natural Resources. 9. AIRPORT NOISE: The Southwest District Council did not meet in December to hear the revision of Linda Cox’s resolution regarding aircraft noise. Both Erik Poulsen and Dow Constantine have voiced their opinions about decreased water quality if a third runway were constructed. Lynn O. will write a review of the issue for the next newsletter. 10. GENERAL MEETING: A date in late April was agreed upon. Board elections will be held then. 11. NEIGHBOR APPRECIATION DAY: The date is the second Saturday in February: the 9th. It is a chance to do some community outreach. Madison Park Community received an award for their involvement. 12. NATURE NIGHT: Phil will call Scott Allen about participating in the plans for Nature Night. It was decided that a March date would be good. 13. NEXT MEETING: The next F.C.A. Board meeting will be on Tuesday, January 8th. Lynn O. asked that we bring a few edibles to the meeting PLUS a neighbor! The meeting was adjourned at 8:50 P.M. Respectfully submitted, Lynn B.
