FAUNTLEROY COMMUNITY ASSOCIATION
BOARD MEETING - FAUNTLEROY SCHOOL
TUESDAY, OCTOBER 8, 2002 - 7 P.M.
BOARD MEMBERS PRESENT: Gary Dawson, Bruce Butterfield, Lynn Sealey,
Phil Sweetland, Vlad Oustimovich, Kirk Hopkins, and Vicki Schmitz.
F.C.A STAFF MEMBER PRESENT: Lynn Olson.
F.C.A MEMBERS PRESENT: Martha Callard, Linda Cox and Peggy Cummings.
GUESTS PRESENT: Stan Lock (West Seattle Neighborhood Service Center),
Phil Polizatto, Debbie Kerns, and Martin Westerman.
1. FERRY DISCUSSION: Gary reported on the Ferry Advisory Executive
Committee meeting last Thursday (it meets the first Thursday of each month
downtown at Colman Dock). Chuck Sawyer attended the meeting and discussion
centered around the Tariff Policy Committee's data on ridership, which has
been down for over a year. The passage of I-51 will provide two new
passenger-only ferries.
Regarding the Fauntleroy Dock repairs, Gary mentioned that Russ East,
who is the Director of the Terminal Engineering Department, wants feedback
from the neighborhood when the 3 week project is completed. He may want to
come to a General meeting or simply meet with the Board. Gary will remain
in touch with him.
2. TREASURER'S REPORT: Vicki reported a balance of $7,357.06. A $250
donation to the F.C.A. was sent in memory of Sigrid Karlstom plus there
were $20 in membership fees.
3. MEMBERSHIP: Phil described the results of a meeting with Lynn S. and
Vicki regarding keeping track of new members. Phil will retain and up-date
as necessary the master list and Lynn will keep the e-mail list up to
date.
4. PARKS: Mardi Clements told Lynn Sealey that part of the ferry car
deck repair included improvement of the wall closest to the beach line on
the north side. With the left over Cove Park money, there is enough for
the installation of a photographic mural of two Native American fishermen.
5. WEBSITE: Chris Nack, as reported by her husband, Kirk Hopkins, has
added lots of information to the website about the salmon returning to
Fauntleroy Creek. Look for salmon updates at the website.
6. WEST SEATTLE COMMUNITY SAFETY PARTNERSHIP: Kirk reported that the
south half of West Seattle has a community police officer. He is Robert
Belshay, and he can be reached if necessary at 206-233-1547. Tim Shaw, who
has organized and maintained the Block Watch Program, is retiring.
Stan added that the mayor wants to eliminate the Seattle Police
Department's Community Service Officer Program (CSO). This program handled
20,762 calls in 2001. The employees are civilian and work as the
non-enforcement arm of the SPD. Examples of the kinds of problems they
help with include: missing children and adults, juvenile runaways, abused
children, domestic violence, shelter placement, neighborhood mediation,
and landlord-tenant disputes. Contact City Council members individually or
call 206-684-888 if you want the CSO program to stay.
7. SOUTHWEST DISTRICT COUNCIL: Vlad reported that all city departments
are faced with budget cuts, so there will be much internal restructuring.
The Neighborhood Development Managers will be reduced from 6 to 3, and
while the Neighborhood Service Centers will remain, 13 positions will be
reduced to 12. There is a concern that the matching fund program will
disappear. Vlad will be president of the SWDC next year; he was
congratulated by those present.
8. SALMON DRUMMING CELEBRATION: Sunday, October 13th will be the second
annual celebration at the Fish Ladder Viewpoint for the returning salmon.
Phil added that there will be a training session for fish counters. The
date and time and location are: October 10th at 6:30 PM at the Fellowship
Hall at the Fauntleroy Church. Project artist Tom Jay and his wife are
expected to be present.
9. NEIGHBORHOOD TRAFFIC AND SPEEDING CONCERNS: Guest Phil Polizatto has
lived for three years in our community. He has written a letter, which he
read to the group, to the City Council regarding excessive speeding on
local streets. In the letter, several suggestions were offered to mitigate
the problem. Phil will e-mail Stan Lock a concise synopsis of the problem
which can then be presented on Thursday to Grace Crunican. A motion was
made, seconded, and passed unanimously by those present to support Phil.
Lynn O. will craft a cover letter with the Fauntleroy logo for the City
Council. Martin Westerman has worked on the same issues for his street,
47th SW. Phil Sweetland suggested a neighborhood gathering for the purpose
of airing traffic concerns.
10. GRACE CRUNICAN VISIT: Grace is the Director of the Seattle
Department of Transportation. She will visit West Seattle on Thursday,
October 10th. At 2:50 PM, Gary Dawson will lead her on a driving tour of
the Fauntleroy neighborhood with stops at the Fauntleroy Ferry Queue and
with stops at potential Lincoln Park crosswalk locations along Fauntleroy
Way.
11. NEWSLETTER: Martha Callard is ready to tackle the newsletter, and
will contact Judy tomorrow.
12. CITY PROPERTY AT 4520 SW BRACE POINT DRIVE: Rebecca Osterwyck and
Bob Tornow, who attended our August Board meeting, apparently ran into a
brick wall with their efforts to find out about how to obtain this
property. Stan said they should be encouraged despite the fact that
matching funds may not be available.
13. FAUNTLEROY FALL FESTIVAL: Debbie Kerns shared the exciting plans
for the 1st annual Fall Festival scheduled for Sunday, October 20th at the
Fauntleroy Church, Fellowship Hall (at the Church) and The Hall at
Fauntleroy (at the Fauntleroy School). There will be a canopy in the
Church parking lot with numerous activities there and in the gym. The
organizers are planning on 500 people for the bratwurst dinner (for
purchase from Tuxedo & Tennis Shoes). Debbie added that they need
donations of hats, old flannel shirts, pillow cases and jeans. It was
decided to have an information table at the Festival for F.C.A. and
Watershed Council. Lynn Sealey volunteered to man it for one of the hours.
14. GENERAL MEETING: There was discussion about having the next FCA
General Meeting on January 23, 2003.
15. NEXT BOARD MEETING: The next FCA Board meeting is Tuesday, November
12th at 7 P.M.
