Board Meeting Minutes
FAUNTLEROY COMMUNITY ASSOCIATION
BOARD BUSINESS MEETING
September 13, 2005
President Bruce Butterfield called the monthly meeting to order at 7p.m.
at the Hall at Fauntleroy. In attendance was: Phil Sweetland, Gary Dawson,
Martha Callard, Lynn Olson, Kim Suyama, Kathleen Dellplain, Renee Chatalas,
Jeanne Fairman, Vlad Oustimovitch, Martha Tuttle, Ade Franklin, Stan Lock,
Martin Westerman, Mary Ellen Cunningham, Renee Chatalas and V.P./Secretary
Kim Petram.
Introductions were made. The agenda was reviewed and approved. The
minutes from August 2005 were reviewed and approved.
November FCA Business Meeting The meeting is scheduled for the same
evening as the general election. It was agreed that the Board could still
meet this same evening without conflict.
Neighbors Newsletter The fall newsletter is prepared and ready for
printing this week. Martha reports she will be out of town and unable to
assist with the labeling that needs to be done by Friday the 16th. Bruce
Butterfield will speak with Bob Collard regarding the timing of the mailing.
Neighbors Kim Suyama and Jeanne Fairman volunteered to prepare the
newsletters for mailing on Thursday evening the 15th.
Treasurer Report The fiscal report for August 31, 2005 has been sent out
via email to board members and is available upon request.
Barton Pump Station Update Ade Franklin and Martha Tuttle provided an
update to the pump station proposals and requested volunteers from the FCA
to assist with design review. As the electrical system is approx 25 years
old and pumping capacity needs to be increased secondary to area growth the
pump station needs to be updated. As well, a portion of the pipe system
needs to be replaced which will necessitate an Army Corps of Engineers
permit secondary to the shoreline issues. Cove Park will be impacted with
the new underground building to be built which will be significantly larger
than the existing building. Some existing design structure in the park will
be lost. The volunteer design review committee will be needed to be
established within the next two to three months, at approximately 30/60/90
percent design proposals. Martin Westerman inquired about the proposal of
using bio-diesel for the back up fuel. Ade reported that studies show that
bio-diesel is not stable enough for long-term storage and may not be
appropriate, as the fuel will not be used on a regular enough basis. Martin
inquired if a cost benefit analysis has been done regarding life cycles of
fuel alternatives. Gary Dawson reminded the board about the history of the
pump station proposals and relations to the other West Seattle pump station
areas. Kathleen Dellplain, Gary Dawson, Kim Petram volunteered to be on the
review board. As well, the names of Mardi Clements and Ware Lantz were
suggested.
SW District Council Vlad Oustimovitch outlined the information from the
last meeting of the SW District Council regarding the SW Airlines proposal
to move to Boeing Field. Of concern is the proximity of Boeing Field to
SeaTac and Renton Airport. Instrumented approaches will apparently be flying
over the entire shoreline of West Seattle. It appears that the impact to
West Seattle will be significant. Thus far, the people on the King County
Council who favor the proposal all live outside the urban area. Vlad has
proposed that the FCA publicly denounce this proposal. Gary Dawson feels
that the County has been actively encouraging freight traffic to Boeing
Field, thus caution should be considered with their push for alternative
growth as far as long-term impacts. Bruce Butterfield proposed that the FCA
formally oppose the proposal and write a letter to the mayor, city council
and King County council with our opinion. The resolution was discussed
amongst the group. Lynn Olson reminded the board that we have in the past
agreed to avoid political issues calling for votes or support. The board
agreed that the environmental issues and community impact is too great to
not voice our opinion. Vlad seconded the resolution. Bruce proposed the vote
to the board with all those present agreeing to the resolution. Vlad will
write up a letter voicing the opinion of the FCA opposing the Southwest
Airlines proposal to move to Boeing Field.
E-Mail Outreach Items Lynn Olsen reminded the board that information
needs to go to Kirk Hopkins for email announcements regarding community
involvement and outreach.
Ferry Advisory Report Gary Dawson reported on the new Passenger Task
Force that he has been appointed to. Thus far two meetings have occurred.
The senate and legislature are represented on the task force as well as
ferry advisory members, community members, and others directly impacted by
or working for the WSF system. The goal of the task force includes defining
the most economical and reliable marine transportation for Puget Sound. As
well, Gary reported on the Vashon Island Community Council who have sent a
letter to Jan Drago and Dow Constantine regarding a proposal that it is
their contention that future extensions of the proposed Monorail run to the
Fauntleroy Dock It was agreed that a letter be sent to the City Council
reiterating the stance of the FCA that the proposed Monorail not extend
further than Morgan Junction.
Adopt A Street Program Kim Petram proposed that the FCA join the city
program in keeping Fauntleroy Way clean. The city provides two street signs
which would have the organizations name on it. The FCA would have to commit
four times per year for clean up. The board agreed to pursue the project. As
well, it was discussed how to adopt a bus stop as the bus area across from
the ferry dock is continually littered. Gary will follow up with this.
Annual Meeting Follow-Up Renee Chatalas has a list of new neighbors from
the past four months. A list was presented from May, June and July of new
neighbors that the FCA reviewed with members agreeing to provide welcome
bags to the addresses they recognized.
Dangerous Dogs Kim Suyama met with the board to discuss an issue
regarding a recent episode with two loose pit bulls that entered the patio
of neighbor Jeanne Fairman. The dogs killed Jeanne’s cat in the yard of Kim
Suyama. Animal Control responded with one person who claimed not to be able
to find the loose dogs. Jeanne reported that the dogs looked well cared for,
groomed with tags. Stan Locke offered the idea of working with the
neighborhood block watch to pursue safety issues. Kim Petram provided
information on her endeavors in working with neighbors and Animal Control in
upgrading the leash law enforcement in Lincoln Park and surrounding
Fauntleroy neighborhoods.
Community Photo Cork Board Lynn Olson reported on an idea to enhance
community communication. Lynn will put together a photo/informational design
for consideration.
MegaWatt Mary Ellen Cunningham from MegaWatt and Stan Lock promoted the
second annual Mega Watt event for West Seattle agencies, organizations,
community councils and businesses. This expo will be a resource fair and
community party to encourage community awareness. The FCA was requested to
host a table at the event. The board agreed to participate.
