Meeting Minutes
FAUNTLEROY COMMUNITY ASSOCIATION BOARD MEETING
FAUNTLEROY SCHOOL
TUESDAY, AUGUST 13, 2002 - 7 P.M.
BOARD MEMBERS PRESENT: Gary Dawson, Bruce Butterfield, Lynn Sealey,
Phil Sweetland, Kim Suyama, Vlad Oustimovich, Kirk Hopkins and Vicki
Schmitz.
F.C.A. STAFF MEMBER PRESENT: Lynn Olson.
GUESTS PRESENT: Stan Lock (West Seattle Neighborhood Service Center),
Rebecca Oosterwyk, and Bob Tornow.
1. MINUTES: The minutes of June's meeting were approved.
2. TREASURER'S REPORT: Vicki reported a balance of $6,300 with some
outstanding bills to be paid.
3. FERRY DISCUSSION: Bruce said there is a South Sound Ferry Advisory
Committee meeting tonight at Southworth. The major topic will be details
of the upcoming dock closures. Bruce added that Referendum #51 will be on
November's ballot. It must pass, as it includes funds for one
passenger-only ferry from Kingston to downtown Seattle, with the
possibility of another such vessel from Southworth to downtown.
Signage is still needed by the Texaco Station to direct waiting ferry
traffic to line up along Faunterloy Way instead of down the congested
Lincoln Park Way hill. There is a need for officers farther up the line of
waiting cars, but the City does not want to take responsibility for this.
Bottleneck traffic going south during the afternoon commute has occurred
too often in the last ten years. Funds are tight for commuter aids like
reader boards which would inform drivers of ferry delays.
4. PARKS: Phil said that the trail system in Fauntleroy Park has been
expanded this summer. The 20 students who have been working on
improvements will be honored on August 22nd at 2 PM at the Barton St.
entrance to the Park. If rain, the location will be the Fauntleroy Church.
5. WEST SEATTLE COMMUNITY SAFETY PARTNERSHIP: Kirk mentioned that the
next meeting is September 17th at Arts West, 4711 California Ave SW. These
meetings are open to everyone.
6. SOUTHWEST DISTRICT COUNCIL: Vlad announced that these monthly
meetings would resume in September. The SWDC meets the first Wednesday of
each month at South Seattle Community College.
7. FALL FEST: October 20th (3 PM to 7 PM) is the date for the
Fauntleroy Community "Fall Fest." The three hosts are: Tuxedos
and Tennis Shoes, the "Y" and the Fauntleroy Church. The event
will be free with activities including blue grass music and dancing.
Families with children will be encouraged to come. Lynn Olson attended
several of the planning meetings to offer information on how the
organizing group could obtain grant moneys.
8. MEMBERSHIP: Phil described the Excel spreadsheet he created listing
FCA members. The logistics must be worked out regarding how Vicki and Lynn
S. will coordinate new and renewing members. There was discussion on how
to remind people about renewal. Phil indicated that some people were well
over a year in arrears.
9. 4520 SW BRACE PT. DRIVE: Bruce reminded us that in 2004, the City
will auction off this substation property (about 6,500 square feet with an
appraised value of approximately $130,000) unless interested citizens
figure out how to buy it. Rebecca Oosterwyk came to today's meeting to
inquire about the sequence of steps necessary to affect this plan. Stan
Lock offered to make a recommendation in October to the City Council. But
by then, it will be necessary, he said, to have an interested committee
formed. Stan added that matching funds might be available, and he will
send Rebecca matching fund applications. Bruce suggested that a letter be
sent to City Light with our interest. Rebecca will draft the letter and
Lynn Olson will type it with the FCA logo. Bruce thought that Rebecca
should go with Vlad to the September SWDC meeting to present her idea in
order to get an endorsement letter from that group.
10. FCA NEWSLETTER: Chris Nack and Lynn Olson were complimented for
their joint effort in getting out the July newsletter. Bruce thought a
fall letter would be a good idea.
11. LINCOLN PARK ANNEX: Vlad brought us up to date on the activities at
the Annex. The overlook is almost finished and restoration of vegetation
is the next phase. The Pea Patch below and behind the tennis courts has 45
plots, each 10 feet by 10 feet. Some are wheel chair accessible. There is
already a wait list for plots. MOCA was able to get a matching fund grant
of $35,000 for the projects, but more funds and volunteer services are
still needed.
12. UNWELCOME BILLBOARDS: There is a proposal to place a huge Ackerly
billboard at the Luna Park Café, which is near Avalon at the W. Seattle
Bridge overpass. There is a public comment period. Those who oppose may
want to attend the next SWDC meeting.
13. FAUNTLEROY STENCH: Gary noted the stench last Sunday evening,
August 11th. The Stench Hotline (Environmental Health Office) is
206-296-4632.
14. U.S. ARMY CORPS OF ENGINEERS: Phil reported that Kevin Stoops,
Seattle Parks and Recreation Planning Manager, took him to the site of the
beach sand and gravel "re-nourishment" project which is designed
to prevent further erosion at the southern end of Lincoln Park. This
project will occur sometime in the fall over several days. Phil indicated
that the quantity of sand/gravel is not great.
15. SIGRID KARLSTROM: Sigrid, a many-decade resident of Fauntleroy,
died last Sunday and there is a service at Peace Lutheran Church at 3 PM
on Saturday, August 17th. Sigrid was the FCA Treasurer for several years.
Memorial bequests are to the Peace Church and to FCA.
16. NEXT MEETING: The next meeting is Tuesday, September 10th at 7 P.M.
The meeting was adjourned at 8:50 P.M.
