FAUNTLEROY COMMUNITY ASSOCIATION
BOARD BUSINESS MEETING
AUGUST 9, 2005

The monthly meeting was called to order by President Bruce Butterfield at 7p.m. at the Hall at Fauntleroy. In attendance was: Phil Sweetland, Gary Dawson, Martha Callard, Lynn Olson, Edna Martin, Benjamin Kinlow, Mary Larson, Dot Rohan, Sara Kemphill, Leon Harmon, Vlad Oustimovitch, Chris Nack and Secretary Kim Petram.

Introductions were made. The minutes from July 2005 were reviewed and approved.

SPD CRIME PREVENTION Benjamin Kinlow introduced himself and outlined some of the services he offers to city neighborhoods under the auspices of the Seattle Police Department. In part, he is involved with block watch and Seattle Night Out programs which were discussed. He would like to see the FCA enhance the promotion of the Night Out program as a way to maintain safe and involved communities. Sample brochures were given on how to establish a block watch program for individual neighborhoods as well as other safety programs. He reinforced the fact that he is available for assistance with neighborhood issues.

WEBSITE UPDATE Chris Nack, FCA web-master, updated the board on web site issues. The FCA is averaging approx 7000 hits per month. Most found the site by Fauntleroy.net, next was via Google. The meeting minutes and the fish ladder seem to show the largest traffic. The site is updated by Chris two to three times per month. Martha Callard will send Chris an updated list of board members per her request. Lynn Olson asked about how to manage calendar items best. Chris reports that she usually doesn’t get up to date calendar items. She would prefer to post calendar items as ready to be posted, to minimize her editing time. It’s unclear how many people actually use the site for calendar events. There are also questions regarding how the flow of information goes when a site visitor accesses the web site and wants to contact someone. For now the messages will go to Lynn Olson and she will pass on to the appropriate person. It was decided that all the local businesses in Fauntleroy should be promoted on the website as it is accessed by a wide variety of users. Kim Petram will email a list to Chris.

NEIGHBORS NEWSLETTER Martha Callard reported that the board box was different with the last newsletter. The new version was abbreviated/condensed. As well, an article will be done on the neighbor night out program in Fauntleroy. Anyone with pictures is encouraged to send them in to Martha. The tentative date for the next newsletter is early September.

SOUTHWEST DISTRICT COUNCIL Vlad Oustimovitch reported that the SWDC did not meet in August. However, he did report on the potential move of Southwest Airlines to Boeing Field. Vlad indicated that according to Ron Sims, it is felt that noise impacts would be less than at SeaTac fields. However, the flight patterns would probably be lower over West Seattle if landing at Boeing Field. The SW District Council will be having someone with more information regarding this issue at the September 7th meeting which Vlad will then pass on to the FCA board. Vlad also reports that with his new role with the West Seattle Chamber of Commerce his focus has been on traffic/transportation. There is concern regarding SDOT’s newest alternative plan for West Seattle if the viaduct is down for some reason. Currently the route is reorganized to Roxbury, which will create flow problems. There may be better alternatives via the sodo routes which Vlad will have more information on at the next board meeting.

TREASURER Phil Sweetland sent the most current financial accounting as of August 1, 2005 via email to the board. He has no current update on newsletter financial breakdowns for outsourcing the printing costs. He and Bob Callard continue to work on this.

EMAIL OUTREACH Lynn Olson has been working with Kirk Hopkins regarding postings to the community regarding neighborhood agenda items.

FALL FESTIVAL Kim Petram reported on the updates for the planning of the Fauntleroy Fall Festival. It will be cancelled for this October 2005 with plans to reorganize for 2006. Kim Petram did volunteer to coordinate the FFF for next year. Focus this October and again in April of 2006 will be on promotion and fund-raising.

COVE ODOR The heat of August has produced heavy gases in the cove when the tides are out creating noxious odors in the Fauntleroy Cove area. The algae has been collected and towed out to mid-sound in past years by the State. Gary Dawson reported that neighbor Jill Hanson has been involved with this in the past. In the past the King County Health Department has been involved with a telephone help line to report on the stench. It was queried if anyone has information regarding the agency to contact from past use. Gary agreed to contact Jill to see what information she has. Neighbor Sara Kemphill offered her services to get involved and volunteer to connect with Jill and work toward resolution of this issue with the city.

SOUTHWEST AIRLINES TO BOEING FIELD Neighbor Edna Martin reported on her concerns regarding the impact to the Fauntleroy community if Southwest is allowed to move to Boeing Field. Gary Dawson expressed his concern that there is limited information coming out to the public regarding these plans. Gary reminded the board that the third runway at SeaTac would have a great impact to the Fauntleroy community with their flight plan over the neighborhood. It is agreed that the facts need to be obtained before a position can be made regarding the use of Boeing Field.

FAUNTLEROY ACCIDENT Michelle Norsen emailed photos of the car accident that occurred in her front yard. Bruce reminded the board that each time an accident occurs that we need to be gathering data for the police. Records need to be kept regarding incidents regardless if the police are involved including pictures if possible. This will allow for better tracking for our pedestrian/neighborhood safety push.

NEIGHBORING HOME/SHORT TERM RENTAL Neighbor Leon Harmon reported on an issue at Tillicum Road SW. A house sold last fall has become a short-term rental in the neighborhood, promoted as a B & B. The neighbors have complained to the city, however, the city has an affidavit from the owner that indicates he lives at the home per city B & B regulations. The house has been rented on very short-term basis, two to three days at a time. At times up to five to ten cars are at the house per evening. Planning and Development from the City of Seattle has responded that they feel the property owners have shown satisfactory evidence that they are not breaking any laws. Neighbor Mary Larson has additional concerns as their property sewer line is shared with this house. She reports that they have had crime incidents in the neighborhood for the first time in ten years. The board expressed interest in this and provided various ideas to pursue resolution. This included continued work with the city, use of the FCA’s name as needed and pursuing assistance with Council member Richard Conlin, as he was involved with the B&B regulations.

WELCOME BAGS The plan is to promote the FCA to new neighbors every four months with a welcome letter, goodie bag and FCA promotional material. Bruce will call Renee to see where she is at with the Membership Committee to follow up with the distribution.
