Meeting Minutes
FAUNTLEROY COMMUNITY ASSOCIATION BOARD MEETING
FAUNTLEROY SCHOOL
TUESDAY, MAY 14, 2002 - 7 P.M.
BOARD MEMBERS PRESENT: Gary Dawson, Bruce Butterfield, Lynn
Sealey, Phil Sweetland, Kim Suyama, Chuck Sawyer, and Vlad Oustimovich.
F.C.A. STAFF MEMBER PRESENT: Lynn Olson.
1. MINUTES: The minutes of April's meeting were approved.
2. TREASURER'S REPORT: Deferred until next month.
3. FERRY ADVISORY COMMITTEE: Gary said there is a South Sound
Ferry Advisory Committee meeting tonight on Vashon, but that neither he
nor Chuck could go. The two main issues concerning F.C.A. (the queue and
dock construction) probably would not be discussed, as they are local
Fauntleroy concerns. Gary indicated that the ferry website was worth
looking at and he suggested that our website have a link to it:
www.wsdot.wa.gov/ferries. Lynn S. will contact Chris Nack about this.
There was some discussion about last week's ferry problems when vehicles
were lined up all the way to Morgan Junction. As might be expected,
traffic was impeded in both directions. Future ferry outages and summer
traffic may increase the number of such congestion problems at Morgan
Junction. Chuck went to the April F.A.C. meeting and heard that the head
of the ferry system is trying to sell the idea to King County (Ron Sims)
for the expansion of passenger-only ferries. Chuck added that the fare
increase began on May 12th. Bike riders are disturbed at having to pay a
$1.00 bicycle fee, but the argument from the WSDOT is that everyone needs
to share in the increases to cover operation of the system. There will be
fare increases each year for the next few years. Chuck suggested working
with MOCA to utilize the police department to monitor traffic and thus to
help minimize the potential for safety breaches. Bruce thought that we
should form a meeting with SeaTran, the Seattle Police Department, and the
WSDOT-Ferries to develop a contingency plan for traffic problems when
ferries break down. There should be a telephone number to call when there
is a problem.
4. PARKS: Lynn S. reported that the April 21st Spring Clean at
Cove Park was successful and that Mardi Clements did a great job
organizing it. Some mothers brought their children, who seemed to greatly
enjoy the weeding and related tasks. Other news: Ware Lanz finished the
kiosk and Leon Harmon donated a drawing for it. The bin on the kiosk is
ready for brochures. The location has not yet been determined for the
emergency electrical generator at the Fauntleroy ferry dock. The pump
station may need to be enlarged as well. Lynn O. said someone from Metro
should come and brief us, as she fears some of the Cove Park pavement art
may have to be disturbed.
5. WEST SEATTLE COMMUNITY SAFETY PARTNERSHIP: Deferred until the
next meeting.
6. WEB SITE: Deferred until the next meeting.
7. SOUTHWEST DISTRICT COUNCIL: Vlad reported on four items
discussed at the meeting held last week. A. Utilities: Margaret Pageler
was present and discussed utility issues, namely electrical rates. There
is a bond debt that the City must pay, and she indicated that the rates
would not go down! B. Farmers' Market: The market will begin on June 2 at
the Alaska Junction location. C. Housing Levy: The Seattle Housing
Authority will have a levy on the ballot next fall: $.11 per $1,000 value.
D. Free Mediation: There is a Dispute Resolution Center for citizens.
There is free training offered for volunteers. Information can be obtained
at the website: www.kcdrc.org and the telephone number is: 206-443-9603.
Concerns might include: problems with a neighbor, a business, one's
workplace, or differences with family, elder care, school, landlord/tenant
plus cross-cultural issues.
8. "BEACH NOURISHMENT:" Phil announced that the Army
Corps of Engineers plans to dump loads of sand and rocks on the Cove beach
in October. Issues to consider are: the effect on salmon spawning runs,
salmonids, and eelgrass. Phil and Judy have already met with several
individuals including Fish and Wildlife about this. Fauntleroy Creek is
now exiting in front of the Joslin home, and resulting eddies have
redistributed sand. Phil suggested that we call in a hydrologist to tell
us what to expect in the Cove. The WPA bulkhead at Lincoln Park is of
concern, as it should not be undercut.
9. GENERAL MEETING DEBRIEF: The consensus among those present
was that the General Meeting held on April 16th went well. The 6:30 to
7:00 P.M. social time was good. One suggestion was that the moderator
should adhere to the established time frame, and that questions of
speakers should be held until the end. It was agreed that both the
professional Monorail (Elevated Transportation Company) and Alaskan Way
Viaduct talks were excellent. Lynn Olson suggested that, in the
November/December newsletter, members should be asked for ideas. Also, we
should get feedback from the attendees next year. The idea of having short
community announcements was endorsed by most of those present. Retention
of informational tables should be a part of next year's meeting as well.
10. FCA MEMBERSHIP: Phil described and passed out informational
sheets on FCA database management, which he has developed using the
"Access" software program. It is comprehensive but flexible.
Phil is able to track which FCA events (i.e. social or environmental)
bring in new members. Discussion will continue at the next meeting.
11. NEXT MEETING: The next F.C.A. Board meeting will be on
Tuesday, June 11th.
