Fauntleroy Community Association Board Meeting
April 12, 2002

Minutes were approved.

Board acknowledged and thanked member Vicki Schmitz for offering to serve on the FCA board as treasurer in the coming year. After 11 years, Kim Suyama is stepping down as treasurer but has offered to stay on the board as an "at-large" member.

Officer/Committee Reports

Treasurer's Report -- Beginning balance on February 12, 2002: $7,837.15; membership income -- $590.00. Expenses -- consulting-FCA Board $264.00; consulting-Cove Park $125.00; PO Box Rental-one year $45.00; supplies $8.77; Nature Night $483.63; Printing-Annual Meeting/Annual Report $119.76; total expenses: $1,046.16. Ending balance on April 9, 2002: $7,380.99.

Membership Report - This will be discussed at the next board meeting with a focus on number of members, services provided, renewals, and costs.

Ferry Report - Gary Dawson reported that the notice regarding noise abatement for the dock construction planned for later this year was sent to mayor Greg Nickels. The Transportation Commission (the appointed body that oversees the state's Department of Transportation), was represented at the recent Ferry Advisory Committee meeting, where again, passenger-only ferries were discussed. It appears that the Department of Transportation would like to see the passenger-only ferries removed from their jurisdiction, separating them from the traditional car ferries. The passenger-only ferries have been viewed as "extensions" of city and county highway systems meant to reduce traffic congestion in urban planning. These boats are highly subsidized at a time when the ferry system has lost funding through the initiative process and state budget cuts, so there is some discussion of the passenger-only ferries coming under the purview of local municipalities. This may be in the form of them becoming a segment of city or public transportation agencies. The FCA board wants to learn more and discuss the benefits and drawbacks of a change in jurisdiction.

Southwest District Council Report - Vlad Oustimovitch reported that Jim Compton attended the recent Southwest District Council meeting and made a presentation on emergency preparedness. Since West Seattle is detached from the rest of the city, his office provided a listing of web site addresses that offer information and tips to prepare for events such as earthquakes, weather-related problems, disease outbreaks, September 11th - type disasters, and utility failures. Also discussed at the Southwest District Council was the plan to have the city's Flexicar program in West Seattle, possibly placing a few cars at the PCC, just south of the Admiral District. This program is run by private company to help the city and residents reduce dependence on car ownership. Various car-use options and costs will be available. More information will be forthcoming.

Old Business

Nature Night Follow-up - Lynn Olson will prepare the report, letter-of-thanks, and invoice to submit to the city for reimbursement to comply with grant requirements. Due to budget constraints and other issues, the city indicates that grant funding will not likely be available for next year's event. Surveys from the event (a total of 13) indicated that the speaker was very well received, and the majority of those responding said they would be willing to pay a small amount for these types of events.

General Meeting Planning - Confirmation of speakers and other attendees was followed by discussions to layout the floor plan for the informational tables at the general meeting to be held on April 16th at the Fauntleroy Church. All are welcome to come at 6:30pm to peruse the tables, enjoy refreshments, and visit with neighbors. The program will begin at 7:00pm.

New Business

FCA Annual Reports were sent out with the invitations to the general meeting. Thanks for another job well done to Judy Pickens for summarizing the past year's accomplishments.

Stan Lock brought updates and information from the city to share with the group. The Citizen's Budget Conference will be held in the Jerry Brockey Center at South Seattle Community College on Saturday, April 20th from 8:30am - 12:30pm. The mayor, council members, and the director of the city's Department of Finance will be on hand. This is an opportunity to learn more about the city's budgeting process and participate in breakout sessions, led by department directors and staff, to discuss specifics.
