BOARD MEETING
FAUNTLEROY SCHOOL
TUESDAY MARCH 11, 2003 - 7 P.M.

BOARD MEMBERS PRESENT: Bruce Butterfield, Martha Callard, Gary Dawson, Kirk Hopkins, Vlad Oustimovitch, Dot Rohan, Chuck Sawyer, Lynn Sealey, and Phil Sweetland.

F.C.A. MEMBERS PRESENT: Martin Westerman.

F.C.A. STAFF MEMBER PRESENT: Lynn Olson.

GUESTS PRESENT: Stan Lock (Department of Neighborhoods) and Sarel Rowe.

1. MINUTES: The minutes from February's meeting had three corrections.

a. #10: F.C.A. "Resolution:" It was decided that our community should take a straw (survey) vote on whether people think it is a good idea for a monorail line to come all the way down to the Fauntleroy Ferry Dock. b. #16: Power Substation: Jeanne Hansen is passing around a petition to allow housing. Neighbors in the area of Brace Point SW and 45th SW need to decide on what they want. c. #19: The "Save our Creeks" Initiative is backed by some environmental activists and has to do with the Thornton and Ravenna creeks restoration.

2. TREASURER'S REPORT: Bruce had Vicki's report. The balance is $7,235.88, which included about 15 renewal and new members. There is $2,298.40 in the Cove Park account.

3. BOARD ADDITION: Martin Westerman was voted by the members present this evening to become a member of the Fauntleroy Community Association Board.

4. WEST BEACH CONDOMINIUMS: Phil reported that a developer wants to put in a 48 unit building to the east of the current West Beach Condos. There is opposition to this project by the West Beach Condo residents.

5. SOUTHWEST DISTRICT COUNCIL: Vlad reported on the following issues discussed at last week's SWDC meeting:

Alaskan Way: Seattle City Councilman Richard Conlin discussed the Alaskan Way Viaduct and said that an upgrade would be less expensive than a tunnel. Apparently, in the last year, there has been a reduction in the number of cars traveling on the viaduct from 110,000 per day in 2001 to the current 90,000 per day. Studies show that the majority of the people traveling on the viaduct are going to the core of the city. One idea is to construct a roadway over the top, but funding is limited for the scope of such a project. Tolls have been suggested as a way of garnering funds.

Monorail: The monorail subcommittee of SWDC will meet on March 19th at WSHS. Gatewood Elementary will be the location for a meeting tomorrow (March 12) to discuss station location. The current preferred location is north of Fauntleroy near Eddy St. The Morgan Junction merchants are receptive to a host of ideas for station location.

Letter to City Council: Vlad shared a SWDC letter written to Mayor Greg Nickels and the City Council Members. It stated that such items as monorail station area planning and community culture should be discussed with the SWDC monorail subcommittee. The letter represented official SWDC recommendations for the request for comments on the EIS (Environmental Impact Statement). The construction of the "green" line will probably begin at this end (West Seattle) rather than Ballard. The maintenance yard may be located in SoDo or Interbay.

Bus Route 570: There may be a change in this West Seattle bus route to and from the airport and downtown Seattle.

6. MEMBERSHIP: Phil said that there were several new members.

7. FERRY ADVISORY COMMITTEE MEETING: Gary attended the February 25th Vashon Island meeting, the primary purpose of which was to present operation statistics up and down the sound and fare information. Last year, the Fauntleroy ridership decreased 7.3%. There was much discussion about the discontinuation of the passenger-only ferries. Despite the Vashon resident opposition to this plan, Mike Thorne said that the service will end on June 15th, unless funds are made available by the legislature. Further discussion centered around how to obtain more efficiency on the current runs. There will not be a 4th boat for our "triangle" run: Fauntleroy, Vashon, and Southworth.

The executive council (chairs of all the South Sound Ferry Advisory Committee members) will meet in the King County Council Chambers on March 20th.

8. WEBSITE: Kirk said he would have a report next month.

9. CRIME: Kirk said that there had been some car prowl incidents on 51st St. SW and in the Brace Point neighborhood. Dot added that her neighbor's car was stolen one night out of his carport (8600 block of Fauntleroy SW) and that it has not been recovered.

10. GENERAL MEETING: The date has been confirmed as May 6 at 6:30 pm for the Hall of Fauntleroy. The agenda was discussed and will include Monorail reports, updated ferry issues, the captain of the new Seattle Police Department Precinct on Delridge, traffic synopsis, and elections. Vlad will run the latter. There will be food prepared by our local businesses. Martha thought it would be fun to have a lap top computer set up with website and Fauntleroy Creek information. Kirk will ask our web master, Chris Nack, if it's possible to put some website info on a CD in order to give a viewing to attendees who may not yet have become familiar with our excellent website. Martha offered her house on March 20 at 7:30 pm to put together the details for the General Meeting. Dot, Bruce, Lynn O., and Phil will attend.

11. SEATTLE POLICE DEPARTMENT PRECINCT: The new precinct will open on March 23rd, and the dedication will be on May 2nd. It will be a full service precinct with 90 officers.

12. TRAFFIC: Phil was congratulated for his leadership and good work with the Traffic Committee. He passed around a letter sent to Mayor Greg Nickels (with copies to all City Council Members). He indicated that if there were no response in two weeks, contact telephone calls will be made. The letter asked for experts in the appropriate city or state departments (SDOT, SPD and WSF) to review the document and to provide assessment, propose solutions and to work with Phil's Steering Committee for Traffic to implement promising solutions.

13. NEWSLETTER: Martha's plan is to have the newsletter completed for mailing by April 13th. Ideas for the newsletter were discussed and noted by Martha.

14. MATCHING FUNDS: Stan Lock announced that a Matching Funds Fair will be held on March 29th from 8:45 am until 11:30 am at Seattle Central Community College. One can learn about two new initiatives being offered through the Neighborhood Matching Fund.

15. LIBRARY: Guest Sarel Rowe, representative of the Friends of SW Library Branch, gave us some detailed information regarding the expansion plans for the library at its current site. The Friends group has proposed an alternate location at Roxhill Park that would be larger and would accommodate more cars for parking. Those present voted to support this idea and Lynn S. volunteered to write a letter to the Library Board of Trustees by this Friday.

16. WILDWOOD/BRACE POINT TRIANGLE: Bruce heard from a Fauntleroy resident who is concerned about parking availability for the new Chow Foods restaurant. This concern already ties into the traffic issues drawn up by Phil's traffic committee. If Brace Point were to be one way going east, not only would a safety issue be solved, but diagonal parking spaces would double the number of them.

17. NATURE NIGHT AND FALL FESTIVAL: No one has stepped up to organize these two events. There was some discussion about having members from the Shore Watch group come and do a program focusing on summer low tides (probably June is best). Also, there are trained naturalists through the Seattle Aquarium.

18. NEXT MEETING: The next F.C.A. Board meeting will be on Tuesday, April 8th.
