Fauntleroy Community Association
Business Meeting
February 12, 2007
Bruce Butterfield, President called the meeting to order at 7pm at the
Fauntleroy School. In attendance were Phil Sweetland, Judy Pickens, Vlad
Oustivich, Gary Dawson, Lynn Olson, Vickie Schmitz-Block, Kathleen Dellplain,
Ann Dunbar and V.P./Secretary Kim Petram.
The minutes from the January meeting were reviewed and approved.
Fauntleroy Stench and Fauntleroy School Plan Updates Judy Pickens updated
the board on the Fauntleroy Cove stench issue/noxious gas. Judy will be
meeting w/ Eric Poulson and testifying to Senate bill 1325.4/7 in Olympia.
This bill authorizes the establishment of beach management districts. This
would be an amendment to existing RCW codes. This would allow for existing
RCW’s to address threatened lakes and beaches with quality control issues
regarding nitrification issues as well as the inadequacy of what current
state authorities are able to do in addressing these issues. This
specifically addresses the problems regarding excess nutrients in Fauntleroy
Cove. Included in the bill would be a requirement for the Dept of Ecology to
work w/ community groups in addressing quality issues, as well, money would
be provided to allow for technical work-up and providing technical
assistance and removal of seaweed. This would allow us to address longer-
term issues and work on long term planning for the affected neighborhoods.
Judy will be working with the office of Senator Poulson regarding
verification and confirmation of the proposed issues. Not yet identified is
a person, agency or department established to actually work on
planning/solutions on the best approach to pursue. Judy solicited
suggestions from the board regarding the best tact to take. Bruce suggested
that if a coordinating body can be identified it may be best to contact
existing community groups along Puget Sound to generate a group effort for
solution management. As well, the board agreed that the potential
significant health issues need to be specifically addressed in the bill.
Judy Pickens also updated the board on the Fauntleroy School building
property site. A group of interested community members met for an initial
meeting January 16, 2007. A sub-committee was created to plan on a community
open house to be held Sunday, April 29th. This will allow neighbors to have
access to the building and see what businesses exist currently in the
building, especially the Fauntleroy Children’s Center, as well as bring
attention to the potential threat to the loss of the building if sold by the
school district.
Southwest District Council Vlad Oustivitch reported on the most recent
council meeting. Of note, Gatewood School presented information regarding
their playground fund-raising progress and is seeking broad community
support for this project. As well, Vlad addressed issues going on at
California and Othello where a new condo site is being built based on
illegal permitting processes. Vlad has been in contact with the department
of Planning and Development regarding this and is asking for resolution with
a stop work order. Vlad requests a letter from the board in support of this
issue which will be granted.
Treasurer/Budget Planning Phil Sweetland provided this month’s treasury
report by email distribution to the board. A budget for 2007 was sent by
Phil as a proposal by email. He requests that the board review this and
respond to Phil with input/comment. As well, Phil distributed a 990 form
which he completed for IRS notification which the board needs to review.
Ferry Issues Gary Dawson reported on the Coleman dock citizen advisory
committee group meeting. As well, he reported on last week’s transportation
day in Olympia. Gary met with Senators Paulson, Cody and Haugen on ferry
issues. Senator Haugen indicated that the long- range plan would be removed
per her requests. Fauntleroy hosts an upcoming FAC meeting on Tuesday May
8th.
Welcome Bag Distribution Ann Dunbar indicated that the next delivery
would be this week for this quarter.
March Informational Meeting Tables with community information will be
Metro (confirmed), WSF (waiting for confirmation), SNAP (confirmed), SDOT (
), the Mosquito Fleet (confirmed).
Advertisement needs to be placed in the WS Herald. As well, Bruce will
contact Cindi Barker from MOCA. The web site will need a questionnaire form
as well.
Phil Sweetland and Ann Dunbar volunteered to collate and organize
questions/comments that come in on March 1.
Timeline: 6:30 open doors, 6:55 announcements/introductions (Bruce), 7:00
mayor speaks, 7:20 -7:30 questions and answer period (Gary).
Specific questions w/ data backing up statistics need to be formulated.
Kim Petram sent out initial questions to the board which need to be looked
at, reviewed and formulated.
Dept of Neighborhood will contribute $450 in postage for mailings along
with the insert advertising the city light program to greater than 1,500
addresses. The cost would be approximately $650 for first class mailings.
Bruce will speak w/ Stan regarding clarification of the mailing guidelines.
