FAUNTLEROY COMMUNITY ASSOCIATION BOARD MEETING
FAUNTLEROY SCHOOL
TUESDAY, FEBRUARY 12, 2002 - 7 P.M.

BOARD MEMBERS PRESENT: Gary Dawson, Bruce Butterfield, Lynn Sealey, Phil Sweetland, Kim Suyama, and Vlad Oustimovich.

F.C.A. MEMBERS PRESENT: Chris Nack, Linda Cox and Steven Thompson.

GUESTS PRESENT: Cindi Barker and Sebastian Myrick.

1. MINUTES: The minutes of January's meeting were approved.

2. TREASURER'S REPORT: The balance as of today's date is $7,837.15. In the past month, there were 62 renewals, bringing in $1,010.00. Consulting and printing expenses were $384.00 and $192.60 respectively. Kim said there were181 F.C.A. memberships paid in 2001, which averaged $16.24 per person. There was general agreement that a flat fee per household would be acceptable, but a final decision on the amount will be made at the May Board meeting. Kim provided additional figures on the years back to1993 as to whether they were deficit or balance years. All years except 1994, 1995 and 1996 were deficit years.

3. WEBSITE: Chris Nack presented website domain information with available possibilities. Those present decided on fauntleroy.net. There are several benefits to having our own URL (Uniform Resource Locator). One is the ease of updating the website, which is of course an advantage for Chris, our website volunteer. She won't have to use an FTP (File Transfer Protocol) program to upload data, as is currently the case with the Seattle Community Network (SCN). Also, the disk space is huge by comparison, so there would be plenty of room for growth. A third benefit is that we could have five e-mail addresses. A fourth advantage is that the site would monitor viewing traffic. The fee through the host Chris recommends (Host$ave) would be about $90 per year, which is less than we've been contributing to SCN. Those present gave Chris the "go ahead" to proceed. She will get it set up by the General Meeting so that the membership can be informed of the change. She will gradually transfer all the information currently on the SCN site.

4. SOUTHWEST DISTRICT COUNCIL (SWDC): Vlad reported that he wrote a letter regarding the potential noise from the 3rd runway at Seattle-Tacoma Airport. He presented it to last week's meeting of the SWDC, and he obtained the signatures of the co-presidents and Stan Locke. Copies of the letter were sent to our congressmen, to City Council members and to Mayor Greg Nickels. Vlad said that the runway would be 2,500 feet west of the other two runways and that it would be used for landings because it is shorter. Linda Cox added that the King County Airport at Boeing Field has a new manager, Harold Panagucci. There is to be an open house at the King County Airport, she said, on March 12th from 4 P.M. to 7:30 P.M. Linda plans to attend the March 18th meeting of the King County Council. Again, the telephone number to call when bothered by airplane noise over Fauntleroy day or night is: 206-205-5242.

Vlad learned at the SWDC that Mayor Nickels has requested three top priorities for his agenda:

A. Alaskan Way Viaduct solution. B. Public transportation including the ferry system. C. Emergency preparedness.

5. LINCOLN PARK ANNEX: Cindi Barker and Sebastian Myrick showed a colored diagram of what the new park annex would look like. It will include a scenic overlook and pathways. There will be 50 garden plots, or "P-Patches," and there is already a waiting list of 40. One has to work one's way up to get a plot by doing volunteer work. There is a City Neighborhood Matching Funds grant of $70,000, which needs to be filed by March 18. Pledges totaling $70,000 must be received by then! Pledges can be in the form of professional services, materials, or the use of equipment. Cindi agreed to have an information table at our April General Meeting. 6. WEST SEATTLE COMMUNITY PARTNERSHIP: Lynn S. and Phil S. attended this January 15th meeting, held at Westwood Heights Community Room off Roxbury St. Lynn reported that one agenda item included discussion about crime (drug dealing) in the 9400 block of 27th Ave. SW. The neighborhood is terrorized by the on-going criminal element there. The police officers present assured everyone that there was active investigation in progress, and that the problem would be resolved within the next 2-3 months. Phil added that the new owner of the Full Moon Saloon was disturbed about the association to her business when a shooting incident occurred outside of the adjacent Corner Inn at Fauntleroy Way SW and California. She and her husband bought the tavern recently and they want to keep the business "clean."

The president of the WSCP organization is: Ron Oldham, ronaldoldham@msn.com, and the WSCP office is at 4750 California Ave. SW at the West Seattle Town Hall.

7. NATURE NIGHT: Phil updated everyone about Nature Night, scheduled for March 7th at 6:30 PM at the Fauntleroy Church Hall. Several FCA members in addition to Phil are volunteering their time to plan the event: Shirley and Craig Aird, Pat Shilley, Sherry Richardson, Kristin Hladecek and Bob Best. Russel Link, an author and employee of Washington State Fish and Wildlife Service, will speak on the subject of a book he has written: "Landscaping for Wildlife." Lynn Olson was able to get a $1,000 grant. 1,500 mailers will be sent, and there will be a mailing party on the 20th. Several "tables" with information will be on hand and include: Adopt-A-Beach, Fish and Wildlife, Seattle Public Utilities, Earthcorps, and Nancy Whitlock representing the educational "Arts in Nature Festival" to be held again in August.

8. FERRY ADVISORY COMMITTEE MEETING: Gary attended the meeting held earlier this evening, and was able to report on it. Several Ferry officials and citizens from Fauntleroy, Vashon and Southworth were present. The Fauntleroy dock repairs include rebuilding of 50 to 75 feet at the end of the dock along with wing wall replacement and transfer span repair. There will be pile driving. The window when work can be done is very narrow (Sept. 22nd to Oct. 21st) because of the beginning of the salmon migration and spawning (Oct. 20). Phil said a wildlife biologist would be on site for surveillance during the dock improvements. Work will progress 24 hours/day, and there is a monetary incentive for the contractor to finish the job early. The contractor has submitted a request for a noise variance from 7 AM to 7 PM. Quieter equipment like generators for welding will be in use after 10 PM. During the 3 hours between 7 PM and 10 PM, we may hear less decibel-jarring noise of chain saws and grinders.

Ferry schedules have been addressed. The "Rhododendron" vessel will shuttle between Vashon and Southworth and the three usual ferries on the run along with the passenger ferry will all go to Colman Dock downtown. The group was assured by Mr. Russ East, Director of Terminal Engineering, that there would be a 24-hour hot line telephone number to call for noise complaints. One audience member stated that noise travels much more readily when the water in the Cove is calm versus when there are waves.

9. GENERAL MEETING: Discussion was held and the agenda finalized with time frames for each topic, summarized as:

A. October Fauntleroy ferry dock work - Gary Dawson - 10 minutes. B. Spokane Street Viaduct addition - speaker from SeaTran - 20 minutes. C. Alaskan Way Viaduct solution - speakers DOT and SeaTran - 20 minutes. D. Monorail proposals - Elevated Transportation Company representatives - 30 minutes. E. F.C.A. Board elections - 10 minutes.

It was decided there should be several information tables, i.e.: Airport Noise, Fun Run, MoCA, P-Patch, etc.

10. NEXT MEETING: The next F.C.A. Board meeting will be on Tuesday, March 12th.
