BOARD MEETING
FAUNTLEROY SCHOOL
TUESDAY, FEBRUARY 11, 2003 - 7 P.M.

BOARD MEMBERS PRESENT: Bruce Butterfield, Martha Callard, Gary Dawson, Kirk Hopkins, Vlad Oustimovitch, Dot Rohan, Chuck Sawyer, Lynn Sealey, and Phil Sweetland.

F.C.A. MEMBERS PRESENT: Linda Cox, Barbara Sturtz and Bob Tillotson.

F.C.A. STAFF MEMBER PRESENT: Lynn Olson.

GUESTS PRESENT: Stan Lock (Department of Neighborhoods) and Bob Venezia.

1. MINUTES: The minutes from January's meeting were approved.

2. TREASURER'S REPORT: Deferred until next meeting.

3. MEMBERSHIP: Phil said that there were 213 dues paying members between the dates of March 1, 2001 and April 1, 2003. April 1st of this year will be the next update.

4. FERRY ADVISORY COMMITTEE MEETING: Gary reported that a huge number of people (~ 300) went to the January 28th South Puget Sound Ferry Advisory Committee meeting on Vashon Island. Senator Erik Poulsen and 34th District Representatives Joe McDermott and Eileen Cody were there along with King County Councilmember, Dow Constantine. Ferry Director Mike Thorne fielded many comments regarding passenger-only ferries, and he stated that the legislature would have to find the money if they were to be retained. Gary said that the next meeting is again on Vashon -- February 25th at 6:30 pm at the Vashon Jr. High School. The F.A.C will meet in Fauntleroy in August.

5. WEBSITE: Kirk brought two copies of our January website report, which is very detailed. Last month, our site had 3,590 "hits."

6. FAUNTLEROY CHILDREN'S CENTER AUCTION: The date of the auction will be March 15th and it is the 10th annual.

7. SOUTHWEST DISTRICT COUNCIL: Vlad reported on last Wednesday's meeting at South Seattle Community College. He described the Puget Sound Neighborhood Health Center, which will be constructed on 35th in the 6100 block at Raymond, adjacent to the new library. It will be a handsome structure of high quality with brick, cedar and glass.

Because February 7th was the deadline for the Seattle Monorail Project EIS response, Vlad, as President of the SWDC, wrote a letter to Joel Horn, the Executive Director of the Project. The letter, which he shared, listed official SWDC recommendations. Vlad is committed to airing productive and civil discussions regarding all aspects of the monorail plan.

Vlad also mentioned that Martha Burke of the Seattle Public Utilities came to talk about drainages with regard to salmon spawning issues.

8. ANNUAL REPORT: Lynn S. volunteered to write the Annual Report for 2002, and she will make sure it fits onto two pages.

9. TRAFFIC: Phil passed around detailed charts that he compiled regarding the results of the traffic meetings he has orchestrated to date. The last one was on February 5th, and the next one will be February 19th. At previous meetings, attendees pinpointed problem traffic spots on a large map. Six main problem areas have now been consolidated to four, and those four "steering committees" will give their reports at their meeting on the 19th.

10. F.C.A. "RESOLUTION:" Spearheaded by Chuck Sawyer and Betty Gulledge-Bennett, Bruce Butterfield sent off the final version of our community's letter to the Seattle Monorail Project's Board Chairman, Mr. Tom Weeks, and to the Executive Director, Mr. Joel Horn. Copies were sent to Mayor Greg Nickels and to some of the City and King County Council members. The letter states our desire that the Monorail become a successful part of the entire Puget Sound transportation system. Additionally, we Fauntleroy residents wish to be informed of all future project, schedule and budget changes.

There was some group discussion about the monorail, and it was decided that our community should vote on whether people think it is a good idea for a line to come all the way to the Fauntleroy Ferry Dock. The existing bus system seems adequate now.

11. E-MAIL LIST AND OUTREACH: Lynn S. said there are 115 people in the F.C.A. "Members" E-mail group list. Lynn explained that the members currently receive Board meeting notifications, the minutes of the Board meetings, and Cindi Barker's MoCA communications. Bruce would like to create a "Newsletter-on-line," and Kirk suggested that there be a link to the website to retrieve the minutes so that recipients do not have to open the attachment.

12. ANNUAL MEETING: The proposed date is Tuesday, May 6th. There was some discussion on what food we might serve, but further talk will occur at the next Board meeting.

13. NATURE NIGHT: Bruce, Gary, and Lynn O. will meet with Debbie Kerns next Tuesday, February 18th to discuss the organization of this worthwhile event. One idea is to have the director of People for Puget Sound come to talk and that there be a concomitant beach walk on the day of "Nature Night."

14. FALL FESTIVAL: Debbie will come to the next Board meeting to discuss the festival.

15. NEW BOARD MEMBER: Chuck Sawyer was welcomed as a "member at large" to the F.C.A. Board.

16. POWER SUB STATION AT BRACE PT. AND 45TH SW: The City may sell this property to the highest bidder. Gary said that it's important that we know what the nearby residents want. Jeanne Hansen is passing around a petition. Because there are 13 other such properties in West Seattle, there may be no more matching funds left to secure this property for a pocket park.

17. PLANNING AHEAD: Bruce said that the Christmas ship always comes to Loman Beach on the 2nd Tuesday in December. Linda Cox invited the Board members to her home on this date in lieu of a regular Board meeting.

18. NEIGHBOR APPRECIATION DAY FEBRUARY 8TH: Because the note cards were late this year, it was expressed that the cards really can be used at any time of the year. Stan will bring some to hand out at the next meeting.

19. I-80 SAVE OUR CREEKS INITIATIVE: There was some discussion about this initiative, which now has enough signatures to go on November's ballot. It is backed by environmentalists and has to do with creek restoration. More info can be obtained at: www.seattlechannel.org/issues/creeks.htm Mayor Greg Nickels has a broader alternative plan that may be submitted to the voters in September.

20. CHINESE GARDEN SOCIETY: Martha announced that on Sunday, February 16th from 2 to 5 pm is the annual Lantern Festival. It will be held at the Brockey Center at South Seattle Community College. There is a $5 admission fee to cover the festivities which include Chinese performances and food.

21. NEXT MEETING: The next F.C.A. Board meeting will be on Tuesday, March 11th.
