Staff Member Present: Lynn Olson

1. Last month's meeting minutes were approved after making the correction for the spelling of Bob Tornow's name at the West Seattle Herald.

2. The upcoming FCA newsletter is nearly complete. It was recommended that we begin to include an update on news about local businesses (change of ownership, open houses, special events, etc.). Lynn Olson will draft a letter for Bruce to sign to let local businesses know that we are interested in knowing about newsworthy events.

3. There was no treasurer's report, but the board mentioned the need to separate the accounts for the Fauntleroy Fall Festival from the general funds similar to that being done for Cove Park. Martin Westerman reported that the Port of Seattle was donating $1,000 for printing as well as in-kind contributions and volunteer time for next year's Fall Festival.

4. The Southwest District Council report included updates on the progress of the monorail planning. The recommended alignment for the monorail was presented and it was stated that a Delridge Station would not likely be included in the initial construction. Vlad Oustimovitch was reelected as the president of the SWDC for another year. City of Seattle Neighborhood Matching Funds are frozen due to budget constraints. Stan Lock said that more information about the Matching Funds availability might be forthcoming in April for those project proposals of $15,000 or less. Since the matching funds were frozen, it is probable that those projects approved since July, 2003 would be approved first when and if the funds become available. Additional patrols have been requested for ticketing speeding drivers along Fauntleroy Way. Cars and motorcycle patrols have increased-neighbors are thanking them as they walk by! February is Neighborhood Appreciation Month in the City of Seattle. The note cards produced by the city for us to give/send to neighbors are available from Bruce Butterfield, Lynn Olson, or Stan Lock.

5. The Cove Park update included information about the emergency generator construction planned for this next year. The generator will allow for safe pumping of effluent during power outages. An underground diesel generator and 1,000-gallon fuel tank will be installed on the east side of the park. The duration of construction will likely be nine to 12 months, and the budget includes restoration of the landscaping and artwork affected by construction. Access to the park will be limited during construction. It was suggested that we contact the project manager and recommend that the project consider biodiesel as the generator's fuel source and permeable concrete in the construction design and specifications.

6. Bruce asked the group to consider volunteering or recommending someone for nomination to the board, particularly for the office of secretary, since Lynn Sealey has decided to step down from that position after 12 years.

7. Lynn Olson presented a proposal to create a tabletop presentation for the FCA that could serve at the annual meeting and all events where the FCA needs visibility. This would be a series of panels with photos, captions, and information to accompany printed materials and membership information. The board voted to fund the creation of the presentation materials, and Lynn will work with Chris Nack to develop it before the annual meeting in April.

8. The Fauntleroy traffic update included discussions of the one-way proposal on Brace Point Drive. Phil Polizatto is still obtaining signatures for that proposal. Kim Petram briefed the group about a recent meeting with city representatives to discuss the possibility of adding a crosswalk on Fauntleroy Way to Lincoln Park near the wading pool. City staff indicated that the site did not come close to meeting federal guidelines for volumes to justify the addition of a lighted crosswalk. Other options to increase safety include curb bulbs and islands, but more discussion is needed.

9. Sunday, March 21st from 1-3pm will be this year's FCA nature event for families, a natural treasure hunt in Fauntleroy Park. Kim Petram is spearheading this event and reported that volunteers are working on the content and logistics of the event, which will include guided tours by naturalists from Camp Long. She requested and the board approved the funding for the printing of signs and flyers.

10. Julian Prosser, a local architect, raised the topic of accessory dwelling units. The City Council drafted an ordinance for consideration by subcommittee and the full council to legalize the development of stand-alone, 1,000-square-foot structures on lots within single-family zoning that could be used by family members or rented out. Concern was raised about increased density, parking availability, loss of views, and the lack of a requirement to notify neighbors. Julian and Vlad will put together a presentation for the Southwest District Council.

11. The FCA's general meeting is scheduled for Tuesday night, April 20th from 6:30 until 8:00 at the Hall at Fauntleroy. "Share the Local Bounty" is the theme, which will be celebrated with local restaurants and nonprofits. This event will honor great neighbors, good food, and our extraordinary natural environment. The FCA board scheduled a planning meeting for March 4th at 6:30 at the Hall at Fauntleroy. Everyone interested in helping is welcome to attend the meeting on the fourth of March.

The meeting adjourned at 9:20pm.

Respectfully submitted,

Lynn Olson
