Meeting Minutes
BOARD MEETING -
FAUNTLEROY SCHOOL
TUESDAY, JANUARY 13, 2004 - 7 P.M.
BOARD MEMBERS PRESENT: Bruce Butterfield, Gary Dawson, Vicki
Schmitz-Block, Lynn Sealey, Phil Sweetland, and Martin Westerman.
F.C.A. CONSULTANT PRESENT: Lynn Olson.
F.C.A. MEMBER PRESENT: Stan Lock.
GUEST PRESENT: Renee Graham.
1. MINUTES: The minutes for December's meeting were approved and can be
posted on the website.
2. MEMBERSHIP: Lynn S. wondered if the F.C.A. dues should be
re-evaluated in light of the fact that each household has one vote,
according to the by-laws. Currently, the dues are structured as household
($20) and individual ($10). Lynn O. thought we should look at what
functions need money for 2004 and beyond. Each newsletter mailing costs
about $500. Those present leaned in favor of one rate. A change was not
determined at this meeting. Marty volunteered to re-do the membership
brochure, and add donation lines for the F.C.A. and the Fauntleroy Fall
Festival.
3. LEGAL MATTER: Due to a conflict of interest, David Allen will not
pursue filing an Amicus Curiae he described at December's Board meeting.
4. FERRY: Gary reported that the lack of galley service on the ferries
was a hardship for many passengers. The Ferry Advisory Executive Committee
meeting will be on January 22nd at 10:45 am at Pier 52. The South Sound
Advisory group meets at 1 p.m. on the same day. Fauntleroy will host the
South Sound meeting on May 13th. Gary added that his term expires in
August, 2005.
5. NEWSLETTER: Martha plans on the next newsletter for early February.
She is always receptive to ideas for articles.
6. WELCOME BAGS: Martha talked with Barbara Burgess, who has agreed to
take charge of the "Welcome New Neighbor Bags."
7. TREASURER'S REPORT: Vicki passed out copies of the Treasurer's
Report. The F.C.A. checking account has a balance of $10,208.42. Donations
to the Fall Festival totaled $3,983.10, and that, after Festival expenses,
$1,332.28 remain in the account for 2004's Fall Festival. Martin added
that the Port of Seattle may possibly underwrite it. Cove Park Account:
$2,298.40.
8. DEPARTMENT OF NEIGHBORHOODS: Stan explained that even though the
City's matching fund program was frozen for the last two cycles,
permission has been granted to take applications. It is not yet known what
the size of the Neighborhood Matching Fund will be, but the amount should
be known by April. Stan passed out an explanatory sheet listing the
categories of projects and the dates they are due.
February 7th is Neighbor Appreciation Day; this is the 10th year for
the program. The note card has been designed and will be available at the
West Seattle Town Hall at the Junction on California Ave.
9. SOUTHWEST DISTRICT COUNCIL: The meeting last Wednesday was canceled
due to snow.
10. CRIME: No update.
11. WEBSITE: No update.
12. FAUNTLEROY COVE: Phil said that Ware and Ruth Lantz are conducting
a survey asking people who live on the beach to fill out a form. Questions
relate to what people remember about sand placement, bulkheads, etc.
Aerial photos will be taken.
13. GENERAL MEETING: Since the three new City Council members could not
come in January, it was decided to hold the General Meeting in April. Gary
Dawson will talk to David at the Hall of Fauntleroy to get a date,
hopefully either April 20 or 22. There was considerable discussion about
what the content of the meeting should be. Lynn O. suggested a theme such
as "Think Globally/Eat Locally" with food from the neighborhood
businesses again like last year. Such a format introduces Fauntleroy
residents to the local establishments, which in turn should help their
businesses. If the City Council members come, it was suggested that MoCA
be invited as well. Renee added that the meeting should focus on
Fauntleroy issues so that newcomers like her could figure out what the
F.C.A. is all about. It was decided to give the Council members a forum to
talk for 5 to 10 minutes, and Renee thought it would be nice to recognize
them with a plaque welcoming them as honorary members of the F.C.A. Other
topics should include: Cove Park, the Fauntleroy Watershed Council, ferry
issues, traffic to include a new cross-walk at Lincoln Park, and the
Fauntleroy Fall Festival. Lynn O. said the F.C.A. should have a table with
brochures and a board with photos to convey our accomplishments.
14. NEW BUSINESS: New business included light discussion of the new
park to be created at the substation on California, People for Puget Sound
(volunteers are needed), Qwest DSL, and street lighting (good lighting
improves a neighborhood). Phil will call Bob Tornow at the West Seattle
Herald to find out what has happened to the substation at 46th and Brace
Point.
The next F.C.A. Board meeting will be on Tuesday, February 10 at 7 pm.
The meeting was adjourned at 9:00 p.m.
