Board Meeting Minutes
January 11, 2005

The meeting was called to order at 7:00p.m. by President Bruce Butterfield in the School at Fauntleroy building. In attendance were Vice-President Phil Sweetland, Treasurer Vicki Schmitz-Block, Gary Dawson, Megawatt representative Maryann Petrocelli, Ron Sterling and Kim Petram Co-secretary.

Introductions were made and the minutes of the December, 2004 meeting were reviewed and approved as submitted.

BUDGET AND ACCOUNTING UPDATE Vicki Schmitz-Block presented documentations noting the profit and loss statements and balance sheets for 2004 plus profit and loss/balance sheets for 2002-2003. It was noted that dues income has been relatively stable, however, 2004 showed an overall loss in income. In exploring the revenue of the past three years, it is the past year that revenue output exceeded input. This may be attributed to many reasons including a lack of promised funds for the 2004 Fall Festival, greater than usual consulting fees (that all expressed were necessary and appreciated) and financial losses in the cancelled benefit dance. It was agreed, after discussion, that a proper yearly budget should be enacted. Vicki Schmitz-Block and Phil Sweetland agreed to evaluate and outline a general budget format or plan that can be presented to the board at the February meeting for further analysis.

FCA NATURE NIGHT/ANNUAL MEETING A conversation was held regarding the process of establishing a date and agenda for the up-coming Annual Meeting (AM). The by-laws state that one AM is required per year with an election for board members. Should the AM be a venue for community issues versus a party/gathering for the community? The history over the past few years with the AM has been successful with good turnout and neighborhood vendor/business participation. It was agreed to set a few tentative dates and check with David Hagerty and Dicki of Endolyn Joe’s regarding their availability and participation. The proposed dates are May 12, 17 or 19. Brainstorming for an agenda, recruitment and tone will be deferred until the February board meeting. We were reminded that Earthcorp had indicated that the FCA could work with them to assist with joint advertising via their mailings. This year’s Nature Night event will tentatively be held on Sunday, March 20 with the same event as last year at Fauntleroy Park. Kim Petram agreed to manage this event again this year.

TRAFFIC ISSUES Kim Petram reported that Brian Kemper has yet to respond with specific answers to the Fauntleroy Way issues. He did email in late December that he would be responding with specifics soon. This issue will be discussed further at the February meeting with Councilman Richard Conlin. Kim Petram will attempt further correspondence with Brian Kemper to assess where the city is with Fauntleroy Way prior to the February meeting.

LOWMAN PARK SUBSTATION WORK Ron Sterling is a neighbor and concerned citizen who reported on the substation project currently being planned for Cove Park and Lowman Beach. Ron became concerned after investigation as he felt the community had not been adequately included in the decision making process, this was after speaking with engineers in the project, parks department, waster water division and neighbors. The city has not been able to answer the basic question of what the mandate for the project is, why it is being pursued and why alternate solutions had not been address such as single generator mid-point stations. Ron felt that no cost comparisons were done. He also feels the level of maintenance required has not adequately been assessed. Ron has drafted a letter to halt the project and is petitioning for a hearing. He is currently gathering the required fifty signatures to re-evaluate the project and win a hearing. Ron indicated that he would like to see what natural aspects of Lowman beach could remain with the least intrusive decisions made. And also, that the community be allowed the option of participating the cost decisions. Gary Dawson indicated that he thought the mandate was possibly federal or state based. Also, it was discussed how Cove Park is a bit different that Lowman Beach, but that possibly the solutions could be the same or shared. The board indicated that it would continue to look at this issue and communicate with Ron as information is learned.

MEGAWATT Maryann Petrocelli outlined the new non-profit group called Megawatt which has the mission of reaching out to West Seattle communities in order to cross boundaries, assist in promoting community involvement and outreach between different groups already in existence. The signature event was held in November of 2004 at Sealth High School which brought together diverse West Seattle groups and organizations. She noted that it was quite successful with over 300 participants. Their website is in the process of being build up to provide links to local West Seattle residents who either are available to volunteer or are looking for volunteer opportunities. It will list a community calander, associations, service sites and will eventually allow searches to be done. MegaWatt.junction.org.

FERRY ADVISORY COMMITTEE Gary Dawson reported that the first executive committee meeting will be held on 1/20/05 at the Coleman Building. Gary will attend and report back regarding the agenda and outcomes. Probable discussion points will be tariff policies, pricing structures and fares.
